Windrush Close - Footpath

It is really good to see the slippery moss has finally been cleared on the footpath in Windrush Close.



We have also requested the uneven pavement in Shaws is repaired as soon as possible.

Christmas Waste/Recycling Dates

Below are the dates that waste and recycling will be collected over the Christmas period



Christmas trees can be collected from January 18 after garden waste collections resume, taken to a Recycling Centre or collected by Dorothy House. The charity has a dedicated website for people who live in BA1, BA2, BA3 and BS31 postcodes to arrange for their Christmas tree to be collected by volunteers. Keynsham is a new collection area added for 2021.

Curo Christmas card competition winners revealed

Elves, sleighs, snowmen, Christmas trees and cosy Christmas homes featured highly on the designs local children submitted for this year’s Curo Christmas Card competition.

We would like to say a big congratulations to the winner of the 5-9 age category eight-year-old Kassady White of Twerton, Bath. Her design imagined one of Curo’s repair vans as a reindeer-pulled sleigh.



We would also like to congratulate 14-year-old Gina Paradise, who lives in Corston near Bath, won the 10-16 age category and will see her design used on the official Curo Christmas card and the winner of the 0-4 category is Paris Lake’s colourful creation. Paris also lives in Corston and is just one-and-a-half years old.

All the winners received a £50 gift voucher and certificate, safely hand-delivered by Regional Customer Account Manager Emma Newman who came up with the idea for the competition.

Emma said: “This is the fourth year we have run our competition and even though we were in lockdown we were determined it would go ahead because it’s always so popular. We had some fantastic entries again this year and we loved viewing them all - it really brightens the day! Thanks to everyone who entered.”

Freeview Road - Work scheduled

 We are pleased to confirm we finally have a date for the installation of the additional parking.

We have been involved in discussions since 2016 about where and how additional parking provision can be put in place on Freeview Road.  We had sign off of the funding in 2018, however, the work was not scheduled by the previous administration which has resulted in the delays.

We chased this up at the end of 2019 and had confirmation that it would be carried out during 2020-2021 financial year.

Today we have had confirmation that work is planned to commence on 4th January 2021 and will last for a period of 3 weeks.

The work is being split into 3 phases as shown below: 

Parking restrictions will need to be in place whilst the work is being carried out during the day, but residents will still be able to park there in the evenings and over the weekend.

We are sorry for any inconvenience this may cause to the residents, however, we are hopeful the end result will make parking a bit easier and safer.

New Multi Use Games Area agreed

We are pleased to confirm that our bid to secure funding to install a new Multi Use Games Area for Rosewarn Park has finally been fully signed off.

We will be arranging a meeting with Curo to push this forward and contact the supplier.  Exact design is yet to be decided but it will hopefully be something similar to the one above. We will confirm when this will be installed as soon as it is sorted.


We are also looking at other areas across Twerton & Whiteway to see how we can make improvements for all our residents.

Lower Bristol Road Parking

In March this year we met with Highways officers to discuss options for restricting parking and making crossing the Lower Bristol Road safer. 

We discussed the option of putting in additional parking bays and restricting the parking on the rest of this stretch of road with double yellow lines as per the plan below.


We have responded to these options stating that we do not think parking opposite the turning into the bus depot is suitable and also asked for costings for a light controlled crossing to be installed.

The risk of not putting in any additional parking on this stretch of road would mean there is even more opportunity of speeding on a wide open road.

We have chased up progress on this as we feel it is now become an urgent issue and does meet the criteria for improving walking routes.

We will provide a further update as soon as we have received an up to date response from the Highways team.

These have both been submitted by Curo to install new Bin stores for the flats on Sheridan Road. We have been asking for Curo to sort the issues that are regularly experienced when the black bags are piled outside the flats and are hopeful this will solve the problem.

Rosewarn Park - Update

Following the residents survey that Tim and Sarah carried out in 2019, a number of improvements were requested to make the Rosewarn Park area more useable for all ages.

Requests from more seating and new play equipment through to all weather sports pitch were put forward and we have been working with Curo and the Council to get funding in place to make improvements.


Tim and Sarah are delighted to announce they now have funding signed off to install a Multi Use Games Area (MUGA), which will have a low level fence around it with both football goals and basketball hoops in place.  They are hopeful the funding will be released at the end of November and will then work to arrange a suitable installation date. 

Councillor Tim Ball said “Unfortunately, this project has been delayed due to the first lockdown and staff availability, but we are pleased it is now progressing”.

This is the first stage of improvements that we are working on with Curo to try and get this whole area back in use. 

Curo are arranging for the old, broken equipment in the play area to be removed and are working with local youth groups to discuss with the younger members of the community to see what they would like in it's place.

We will confirm when the work is scheduled to install the MUGA and when further improvements have been agreed.

Kelston View - Footpaths

The footpath that runs along the side of the farm is covered in mud, leaves and branches following the cutting back of the hedges by Bath City Farm. 

We have contacted the Farm to ask that they clear up the mess left behind.

We have also requested that all the other footpaths around Twerton are cleared of the weeds and leaves.

Freeview Road - New parking

Residents in Freeview Road have experienced considerable difficulty with parking provision for a long time and we have been working for a number of years to get agreement for additional spaces to be provided.  This was one of the commitments we made during the election and are pleased to be able to finally make it happen.

Having secured funding, we are pleased to confirm that the Highways team have agreed the following 2 areas for additional parking in Freeview Road:

 



This provision is next to the existing parking near the entrance to Innox Park.  Unfortunately, there are no suitable areas in the middle of Freeview Road, but these spaces should help to reduce the pressures further along the road. 

As soon as the work order has been placed with the contractor we will let residents know.

We are also still working with residents in other areas of Twerton & Whiteway where parking is also an issue to try and find a resolution.

Curo Issues

Over the past 3 months Tim and I have reported a number of issues to Curo across the ward.

Despite numerous chasing emails, these issues are not being dealt with in a timely manner.  We have finally received a repair date of 4th November for the broken light by Woody Park that we first reported at the beginning of August.  We also reported graffiti on garages in Kelston View at the same time but are still having to chase for a date for this to be cleared and the climbing frame in Woody Park that has meant the gates were locked still isn't sorted.

Residents across Twerton and Whiteway deserve a better service from Curo, we have been told that Curo are making changes to the way they work and we will not stop until issues and repairs are dealt with in a timely manner.

Large buses cause nuisance to Whiteway residents.

 

We have raised concern with both the Council and First bus about the amount of nuisance and damage that the large double decker buses are causing in the Whiteway area.

Trees are being damaged and the noise and disturbance with buses constantly running from the early hours  till late evening without any passengers on many of the busses has been brought to their attention.

We have asked that first bus and the council re-evaluate the need for these large vehicles on this route and return to using smaller buses. The need for the frequency of these buses has also been challenged.

 Many households in Twerton and Whiteway had missed collections of recycling today due to a backlog of work.

Those missed collections will be collected Saturday and residents are requested to present their recycling for collection.

Redland Park and Longvalley Road

 

Refuse bags left at Long Valley Road.
We have asked the council to use more common sense with regards to the collection of black bag refuse that has been left and cannot be attributed to one particular property.

The current practice has been to label a bag and leave it. 

We have pointed out this practice is causing a litter problem as the black bags become split and litter is then spread across the area. 

We hope they will listen and collect this waste.

Redland Park (woody park)

We are concerned that this area needs to be kept together and that maintenance needs to be improved and brought this to Curo's attention.

Cllr Sarah Moore has again reminded Curo of the need to repair the lamp post in this area that we have previously reported as not working.

It is of concern that with the dark nights coming that we need Curo to repair this light without delay.

Rosewarn Close

 We have asked Curo to ensure that several abandoned cars that have been vandalised or are without tax MOT’s or insurance to be removed as soon as possible.

It’s a shame that these are here as many residents are working hard to bring this area up together with lots of planters going out.

Connection Road - temporary closure

On 16th October BANES have scheduled work to remove excessive vegetation from the high wall on Connection Road, this will mean traffic will be controlled with stop/go boards.

This road is also scheduled to be fully closed from 19th to 23rd October to enable Network Rail to make brick repairs to the railway bridge.

We have also been contacted by a number of residents that are concerned about vehicles ignoring the no left turn signs and are turning left into Connection Road from How Hill.  This junction is being reviewed to see if there is any way to enforce this restriction and make it safer for vehicles coming up the hill and also people trying to cross this road.

Stop the Loan Sharks

 Good news –  we are launching our new Stop Loan Sharks reporting app on Wednesday, September 23, and you can download for free on the App Store and Google Play.

 

The app is mainly aimed at frontline professionals and provides useful information on how to recognise the signs of illegal money lending, respond to disclosures and where to refer clients to for specialist support.  

 

If you are concerned that someone you know may be the victim of a loan shark, please call our 24 hour helpline on 0300 555 2222 or seek advice and support through the app. We also have various survivor stories available which can be publicised to encourage others to speak up about their experiences.

Redland Park Litterpick

 We were pleased to be joined by local residents to help with the Community Litterpick in Redland Park this morning.


We have collected 15 bags of rubbish and managed to clear up part of the estate.  We will be back next Saturday at 10.45am to continue with the clear up and so if any others would like to join us to help make a difference to your area please do.

Bus Shelters Twerton

We are pleased to see that the Bus Shelter in Poolemead Road has been repaired with new metal grids being put in place of the glass.

We are chasing the council to get the two Bus shelters at Newtown Road repaired using the same methods.

Update to rubbish and recycling collection times from August 2020


Bath anad North East Somerset councile are reviewing operating times to help crews during the hot weather. Rubbish and recycling collections will now start from 6am (instead of 7am) and will finish later than previously. Residents must leave their waste and recycling containers at the front edge of their property by 6am (one hour earlier) on their normal collection day. To ensure collections are not missed, residents are advised to put their containers out the night before their collection day (no earlier than 8pm).
Collection times are likely to vary throughout the day and bins may need to be left out longer than they normally would. Once bins have been collected, residents must bring their empty containers back in as soon as possible on their collection day.
Summary of changes to rubbish and recycling collection times
  • Collections now start an hour earlier from 6am
  • Crews may arrive earlier or later in the day than previously
  • Collection times are likely to vary throughout the summer

Ward Councillor Empowerment Fund - Deadline approaching

Tim and Sarah still have some money from the Ward Empowerment Fund for 2020/2021 that is available to address concerns or needs in the local community. 

The deadline for applications is 30 September 2020 for project completion before 31 March 2021.

Projects must: 
  • meet at least one of the Council’s Corporate priorities:- 
    • address the climate emergency 
    • deliver for local residents 
    • focus on prevention 
    • give people a bigger say
  • be supported by the local community, village, neighbourhood, Parish or Town Council (where relevant). demonstrate where possible match funding or equivalent in-kind support (eg volunteer time). 
  • evidence of need and demonstrate how they will address local priorities. 
  • evidence that there is community support and or community consultation has been carried out. 
  • have a lead organisation and with a valid bank account.

Twerton Talks - 11th July 2020

We had a really positive and productive weekly Twerton Talks Zoom meeting yesterday.

A number of ward wide issues and concerns were identified as well as discussions on what additional things would be great to have in our area and we are now compiling a full list of these to work through and find ways of delivering what we can whilst having large financial constraints.

 A number of these will require working in collaboration with residents, various housing associations and 3rd parties to deliver and we will be happy to provide updates on each of them as we are able to.

Remember this is YOUR community and we are happy to provide help where we can to make it the best it can be, but residents also need to do their bit.  So many of you already do volunteer, go out and pick up litter in your street or sweep outside your properties and we are really grateful for that, if more residents could help even if it is just ensuring that rubbish is not put out too early and only put out in the bins/reusable sacks that are provided and recycling is also put out in bins with lids (all of which are provided by the Council) that would help to reduce the amount of litter. If you require additional receptacles these can be ordered using this on-line link.

We have raised specific concerns about the mess made by recycling and rubbish collection staff themselves and asked that they are reminded to pick up anything they may drop during the emptying of the boxes/bins/bags to help keep our streets cleaner. 

Finally, we are pleased that a bid for CIL funding for a project we have been working on with Whiteway Community Association has received unanimous committee agreement and has passed onto the next stage of the process to get full approval, before we will then receive the money to complete the work.  We are hoping to make this announcement in September 2020 and will obviously let you all know as soon as we have any news.

Redland Park/Day Crescent - resurfacing work

Tim Ball and Sarah Moore have been campaigning for a number of years to get the roads and footpaths across Twerton and Whiteway to be reviewed and resurfaced, where required. Last year Tim and Sarah committed to ensuring these reviews would take place and plans put in place to action the findings.  

We are now happy to confirm that the one way section of Redland Park that runs behind Day Crescent, from the entrance by the One Stop Shop on Newton Road right around to the exit by Pennyquick View will be resurfaced on 9th - 10th July.  



This will mean that access to the road will not be available for 2 days whilst the work takes place, however, we are looking at the arrangements to ensure the waste and recycling can be collected as usual on Friday 10th July and also what can be done about access to the main housing area of Redland Park during this time.

Obviously, this work may cause a minor inconvenience for some during this time, but the road has not been touched for so long the work is necessary and residents patience during this work would be appreciated.

Walls, Fences and Hedges

Over the past few weeks we have been receiving a number of questions regarding Fence and Hedge heights and issues of footpaths being blocked.

Below is the official guidance of what residents should be aware of.

Walls and Fences

Planning permission is not required provided that:
1. The wall or fence is not more than 2 metres in height anywhere on your property except where it adjoins a road or footpath. In this case the height is restricted to 1 metre.
2. You don’t live in an open plan/shared surface type of development. In which case always consult your local area planning office as there may be a condition attached to the planning permission for the estate which would override this guidance.
Hedges
A hedge is often preferred to a fence when being used to separate the boundary between two adjoining properties. It can be more aesthetically pleasing and add character to a property, not to mention the fact that it provides both shelter and food to a vast number of wildlife species. So, that’s the good news. What’s the bad?

Hedges can sometimes cause disputes between neighbours when they become unkempt, when the roots start to spread, or if the hedge becomes too high and begins to affects the amount of sunlight reaching a neighbour's property. There are numerous legal rights, obligations and restrictions when it comes to hedges which are outlined below.

Your Rights

You do not usually need to obtain permission to plant a hedge in your garden if it is solely within your property’s boundary. However, you do need to obtain permission from your next door neighbour if you’re considering planting a hedge to separate the adjoining properties right on the boundary line. Provided there are no boundary dsiputes, and if both parties agree to the hedge, you will usually both be responsible for the maintenance of the hedge on your own sides. You can cut the hedge right back to your neighbour’s boundary, although there are some exceptions to this. (See ‘Restrictions’ below).

What are the Restrictions?

If you reside in a particular conservation area or any trees which form part of the hedge are under a tree preservation order, you may need to obtain permission from your local authority to cut back or remove a hedge. Some properties have legal covenants which state both the size and the height you can grow a hedge, and any further information will usually be contained in your property deeds. It’s also against the law to trim back or remove any hedges in which birds may be nesting. You should inspect the hedge first before going ahead with any pruning. If you’re still uncertain about this, the best bet is not to cut back a hedge between March and September, just in case.

Your Obligations

Sometimes a hedge can become overgrown and overhang the pavement outside your property. In this instance, your local authority can force you to cut it back or even to remove it, if it’s causing a danger or obstruction to pedestrians on the pavement.

Up until a few years ago, there was no legal restriction on how high you could grow a hedge but that changed in 2005. If you cannot come to an agreement on the hedge, you need to submit a complaint to your local authority with the reasons why you want a restriction placed on the height of a neighbour’s hedge. There is normally a charge to have this matter investigated, fees can vary between local authorities. 

More often than not, no matter who owns the hedge, most neighbours of adjoining properties will simply maintain their side of the hedge. However, it is important to understand the legal position on hedges just in case any disputes arise.

Innox Road resurfacing

We are pleased to let residents in the Innox Road area know that our request to get this road resurfaced has finally been scheduled and will take place w/c 22nd June 2020 (weather dependent).

We have been told that due to the work involved the road will be closed between 7.00am and 7.00pm and will take up to 8 days. Access will only be available to residents in all roads that are affected outside these hours and only when safe to do so within these hours.

We are sorry for any inconvenience this will cause the residents, but these restrictions are necessary to ensure the work can be carried out safely.

Councillor Contact details

Twelve months ago Tim Ball and Sarah Moore were elected to represent the residents of Twerton & Whiteway on Bath and North East Somerset Council.




They would both like to take the opportunity to thank everyone that helped to achieve this and also express their gratitude to all the residents that voted for them.

The past year has been eventful and the current challenges we are all facing has meant that not everything they want to achieve for the ward is possible at this time.  However, Tim and Sarah remain focused on achieving the best possible outcomes for Twerton, Whiteway and all the residents that live here.

Bus Shelter repairs

We are really pleased to confirm that the damaged bus shelters across the area are finally set to be repaired.



We have had confirmation that mesh, like this shown in the shelter on Haycombe Drive, will be replacing the sections which have had the glass smashed and work is scheduled to start week commencing 16th March 2020.

Bus Stop lighting - Boyce Close

After recently being contacted by a resident expressing concern about the lack of lighting at the Bus Stop by Boyce Close, I have been in contact with council officers.

The lamp post by this bus stop is faulty but is also obstructed by the trees.  The teams are working together to clear the trees from the top of the lamp post and will then fix the lamp post to hopefully give more light.

I will provide more details on timescales for this work as soon as I have them.

Keeping up to date

Tim Ball and Sarah Moore are committed to keeping all residents updated on what is going on around the area and across the city.

With this in mind but with an increased effort to reduce the amount of paper being posted through your letterboxes, we will be changing the number of paper Focus Newsletters to quarterly.

However, please be assured Tim and Sarah will not be reducing the level of work they carry out around the ward and will therefore be producing a monthly e-news Focus, which all residents in Twerton & Whiteway Ward can register to receive by sending their email address to sssomoore@gmail.com.

We appreciate not everyone will have access to the internet or have an email address and therefore, if you know of a relative, friend or neighbour that would still like to receive a paper copy of our monthly update, please do let us know and we will do our best to get this over to them.

Please be assured the email addresses provided will only be used for the circulation of the monthly e-news Focus and not for any other political or non-political correspondence.

The first e-news Focus will be released in March.

We have reported several issues direct to Curo to action, such as the Flytipping in Rosewarn Park and the bin stores to the rear of Brunel House and Walwyn Close.

We will follow these up during the week to ensure action is taken to help make our area a cleaner nicer place for all.

Issue resolution and repair updates

Over the past few weeks, a number of small issues that Tim and I have reported have finally been actioned, including the street sweeping on North View Close and the repair of these steps on Freeview Road:



We have also now received dates for other repairs such as the felling of a very large tree that was planted in the wrong location. Whilst we would not usually request any trees to be removed, if they are the wrong type that are too big for the location, as they grow over time they start to cause damage and become a hazard.  We have already planted a large number of new trees in the Twerton area and are looking to increase this number.

We also now have a date for the repair of the gate at Hanna Close, this will have a slow closure mechanism added to it, to prevent it from banging shut.  

Due to the full workload of our Highways team and the previous administration not scheduling the resource within this year, we have been assured that the additional parking at the end of Freeview Road, will take place early in the next financial year.

The repairs to the bus stops in the area will take place towards the end of February/beginning of March, this is due to contractors and replacement parts availability.

We continue to report minor issues via the FixMyStreet APP which is available for everyone to use and the request goes directly to the team responsible or you will receive a response if it is not the Council's responsibility.  This is the quickest way to lodge issues and get a resolution.

We fully understand residents frustrations that work does not happen as quickly as you would like and we are now looking at how we can speed up resolutions, however, please do continue to let us know of any issues in your street that need action and we will

Update litter picking blocked drains Fix my street

Both Sarah Moore and Tim Ball joined litter pickers on Saturday and cleared a large area from the top of Poolemead Road to the Wedgewood Road Junction the whole of Wedgewood Road and Eleanor Close.

In all 9 bags full of rubbish and litter were removed.

We also came across several road drains full up with silt and have reported there using the fix my street application.

Many thanks for the volunteers that came out with us the whole area looks much better now.

Twerton High Street

Wessex Water will be carrying out work in Twerton High Street between the 7th and the 9th January. Traffic lights will be in place to regulate the flow of Traffic.

It would be advisable to give extra time when planning your journey as delays can be expected.
